“Support to the capacity building of the center for adult education and development of programmes for adult education and programmes for literacy and fulfilment of elementary education for excluded persons”

Overall objective

The overall objective of the project is to contribute to the overall development of adult education and lifelong learning.

Purpose

The purpose of the project is to strengthen the capacity and the functioning of the Centre for Adult Education (CAE) and to develop programmes for adult education, literacy and fulfillment of elementary education for excluded persons.

Results:

  • The capacities and the functioning of the Centre for Adult Education are strengthened.
  • Programmes for Adult Education are developed and tested.
  • Programmes for literacy and fulfilment of elementary education for excluded people are developed and tested.

  • Ministry of Labour and Social Policy;
  • Municipalities;
  • Adult educational and training institutions;
  • Social partners;
  • Chambers of Commerce.

Component 1: Strengthening the capacities of the Centre of Adult Education

The following activities are envisaged within this component:

  • Initial and intermediate assessment of the CAE’s training needs;
  • Development of the training strategy and the training plan on the basis of the needs assessment;
  • Development of a middle-term strategic and action plan of the CAE;
  • Production of training material for the CAE;
  • Training sessions on identification, implementation, monitoring and evaluation of programmes for adult education;
  • Training on the implementation of a global and integrated system to carry out a comprehensive vocational training process;
  • Training on policy making, research development, analysis and strategic planning;
  • Training on EU skills standards and certification systems relating to adult education and training development;
  • Dissemination of EU concepts about life-long learning and social inclusion of young adults, aged workers, disabled, drop outs, and contemporary pedagogy pathways;
  • Two Study visits in France and Spain organised for CAE’s staff.

Component 2: Development of programmes for adult education

The following activities are envisaged within this component:

  • Identification and development of a network of economic and institutional partners;
  • Designing and implementing a quantitative and qualitative analysis of the labour market needs in the sector of Adult Education;
  • Assessment of the relevancy of the life-long vocational guidance process adapted for adults;
  • Task-based training on occupational mobility of labour force;
  • Training of trainers;
  • Identifying and defining 6 pilots programmes – designing and testing of all six pilot programmes.

 Component 3: Development of programs for literacy and fulfilment of elementary education for excluded persons

The following activities are envisaged within this component:

  • Assessment of the needs of the adult education sector regarding literacy and fulfilment of elementary education for excluded people;
  • Assessment of needs for development of a quality process in elementary education for adults;
  • Assessment of needs and implementation of a specific methodology for excluded persons;
  • Training of trainers;
  • Identifying and defining 6 pilots programmes – designing and testing of all six pilot programmes.

Beneficiaries:

The final beneficiary institution is Centre for Adult Education and it is implemented by French GIP International (Public Interest Group for the development of technical assistance and international cooperation) in consortium with Spain FIIAPP (Fundación Internacional y para Iberoamérica de Administración y Políticas Públicas).
