Overall objective:

To improve the quality, efficiency and effects of the services provided by the Employment Service Agency with a view to reducing unemployment and preventing that people in employment get unemployed.

Purpose:

To render improved employment services or measures targeted to the needs of the disadvantaged persons on the labour market and an increased number of unemployed benefiting from the services of the Employment Service Agency.

Expected Results:

  • Enhanced capacity of the Employment Service Agency to assess relevancy, efficiency and results of implemented active labour market policies and measures against the needs of the unemployed and employers;
  • Capacity of the Employment Service Agency strengthened to develop and pilot new active labour market policies and measures
  • Introduced of new active labour market policies and measures across the country and/or improvements of the existing ones
  • Capacity of the Employment Service Agency strengthened to implement IPA funded active labour market policies and measures, by support provided in preparing grant projects and grant schemes compliant with EU-rules
  • Services of the Employment Service Agency improved as a continuation of the modernization of the Agency by means of training

Component 1 Capacity building of ESA

Sub-component 1.1 Strengthening the capacities of ESA supported in the assessment of relevance, efficiency and results of implemented active labour market measures (ALMMs) to carry out assessment of ALMMS

Sub-component 1.2 Strengthening the capacities of ESA to improve the existing ALMMs and develop new measures

Component 2 Overall institutional capacity building

Sub-component 2.1 Strengthening the capacities of ESA in the view of implementation of IPA funded ALMMs
