Твининг проектот MK/2007/IB/SO/01 oрганизираше семинар за советување и обуки на 2 и 3 март 2011 година во ЕУ Инфо центарот

On 17th December 2010, the Twinning contract MK/2007/IB/SO/01 “EU support on the preparation of the country to manage the European Social Fund through implementation of the Human Resources Development Component of IPA Instrument” was signed between the Ministry of Finance, Central Contracting and Financing Department and the Ministry of Employment and the Economy from Finland. This contract is the first Twinning contract financed under IPA Component 4 “Human Resources Development”, which will provide support to the country for preparation and management of the European Social Fund (ESF). The duration of the project is 12 months. The target group of the project is the Operating Structure for Human Resources Development Component which consists of the Central Financing and Contracting Department, and the IPA structures within the Ministry of Labour and Social Policy and the Ministry of Education and Science. The project will work closely with the Operating Structure to further strengthen its capacities for effective and efficient implementation of OP Human Resource Development within a whole project management cycle. In addition to the kick-off event that took place on 9th February 2011 and officially launched the Project, a 2 day opening training seminar was organised at the EU Info Centre. The seminar targeted the project’s beneficiaries, i.e. the Operating Structure. The seminar was opened by the European Union Delegation representative, State Secretary from the Ministry of Labour and Social Policy the State Secretary from the Ministry of Education and Science and the Under State Secretary of the Ministry of Employment and the Economy, Finland. Finnish and Lithuanian experts presented the findings from the Training Needs Analysis conducted at the initial stage of the project. In addition, the experts covered components of programming of IPA Funds and similar topics, as, financial management and payments, irregularities, auditing, reporting etc. The seminar was designed in a way that respond to the needs of the Operating Structure and in the future it will put all its efforts to tailor made programs, workshops, on-the job-coaching and monitoring.
